Mims Davies MP Statement on Low Welfare Activities

Britian has long been known as a nation of animal lovers, and I wholeheartedly share my constituents’ high regard for animal welfare. I was proud the last Conservative Government took positive, proactive steps to improve animal welfare, such as introducing new laws to recognise animal sentience, introducing tougher penalties for animal cruelty offences and banning wild animals in travelling circuses. 

I remain committed to the highest standards of animal welfare, both here in the UK and internationally. In line with setting a global example on animal welfare, I also want to make sure that money from tourists from this country is channelled towards animal experiences abroad that practice the highest welfare and conservation standards.

As you may be aware, as the previous Conservative Government, we supported the Animals (Low-Welfare Activities Abroad) Act, which provides a framework for the introduction of future bans on the advertising and offering for sale, in England and Northern Ireland, of low-welfare animal activities abroad such as where animals are kept in captivity or confinement, subjected to cruel and brutal training methods, forced to take selfies or are ridden, drugged or de-clawed. Such activities, attractions and experiences are wholly unacceptable, and it would be far better for tourists from the UK to opt to visit higher welfare attractions and experiences abroad.

I am pleased the Association of British Travel Agents has published guidance and lists activities which have been classified as unacceptable and I would strongly encourage all holidaymakers to research activities before taking part and consider the potential impact on animals and wildlife. I would also actively encourage tourists to report any animal welfare concerns to their UK tour operator or travel agent on return to the UK.

I note the Labour Government has recently confirmed its approach to specific advertising bans will be evidence based and subject to parliamentary scrutiny. The Government has also said that it is still engaging with stakeholders including the tourism industry and animal welfare groups to explore both legislative and non-legislative options to take forward changes to low-welfare activities abroad.

More broadly, I strongly encourage this Labour Government to follow the example of the previous Government to ensure standards of animal welfare remain high in the UK. Please be assured I will do my best to hold this Government accountable in regard to any changes to animal welfare standards and tourism.
